No. Checkout is by Gumroad, and Gumroad does not need you to have an account: you pay, and the receipt email carries the link to your copy.
Google requires a billing account for its Maps services, even for free use. The Sheet stops just under Google's free 1,000 searches a month by default, so you should not pay Google anything.
Nowhere near us. The Sheet runs in your own Google account, with your own Google key. We never see your searches, your results or your key, and we store nothing.
